On June 21st, 2011, voters in Manchester approved the sale of packaged alcohol in the city limits. Officials say since then, gas stations and other stores have seen a big increase in sales but restaurants are a different story. The Times-Tribune Winners of Corbin package licenses must be open by Halloween By Jeff Noble, Staff Writer
The three package liquor licenses for the city of Corbin have been selected, and the winners are Liquor King, LLC., Tri County Liquor of Corbin, LLC. and Ernie’s Spirits, LLC. The decision was made Wednesday by the Kentucky Department of Alcoholic Beverage Control in Frankfort. State ABC Public Information Officer Nathan Jones said Thursday the award letters were mailed to the three winners, telling them of the ABC’s decision. The three were picked from a field of 12 applicants who wanted to be awarded the coveted license to sell liquor, beer and wine by the package in Corbin. Tri County Liquor will be located at 14659 North U.S. Highway 25E, (Cumberland Gap Parkway) in the building that once housed Dairy Queen in the Trademart Shopping Center. New Port Richey Development Co. LLC. is the lessor of the property, with Tri County Liquor of Corbin, LLC as the lessee. Jack Taylor of Richmond is listed on the application as manager/member, while C. Frank Shoop of Lexington and Derrick Sears, of Richmond, are listed as members. With Tri County Liquor getting the license, Jack Taylor is looking forward to coming home to Corbin. Taylor noted he’s been in the liquor business for 22 years, and is a partner in the Liquor Mart chain of package liquor stores. The Richmond-based company has several stores in the region, including locations in Richmond, Danville and Manchester. After some massive remodeling and expanding, the old Dairy Queen in the Trademart Center will be ready to go for Tri County Liquor, according to Taylor. Taylor mentioned the award letter from the ABC said the deadline to be open was October 31 (Halloween). The nine stores that were not awarded a package liquor license by the state are Hometown Liquors, LLC; North Main Street Wine and Spirits; Whiskey Dick’s Spirits, LLC; Whiskey River Liquors; Mohican Discount Tobacco, LLC; Liquor Mart of Corbin, LLC; Liquor Station; Rite Aid of Kentucky, Inc.; and Liquor World of Corbin, LLC.

Mark and Bopper to take part in "Urban Stampede"
Dozens of reality stars are headed to the Derby City Saturday for a new event that will resemble something straight out of the reality show “The Amazing Race.” The inaugural Urban Stampede will pit two-person teams in a race through the streets of downtown Louisville. Armed with clues, the teams will try to reach a specific destination, where they will face physical and mental challenges that they must complete to get their next clue to a new destination. Mark Lynch, CEO of Atomic Rhino, said his race also is different from others nationwide because “you don’t just start and run until you get to the finish line ... you don’t know where the finish line is.” And it won’t just be hundreds of Louisville-area residents speeding around the city Saturday morning. More than 30 stars from popular reality shows will also be up for the challenge, he said. The reality stars competing in the race include several well-known speed racers from “The Amazing Race,” like Manchester, Ky., residents William “Bopper” Minton and Mark Jackson, season 9 winner B.J. Averell, Kandice Pelletier, Ralph Kelley, Deana Shane, Jodi Wincheski, Tom Rock, Terry Cosentino and Mama and Papa Paolo. The Urban Stampede is comparable to a 5K race in distance, and organizers estimate that competitors will complete it in 2 ½ to four hours. One of the nine applicants who did not win one the three package liquor licenses allocated to Corbin — Liquor World of Corbin — says he’s preparing to take legal action. Liquor World CEO Wesley Morgan stated package liquor licenses were awarded to two applicants who have interests in liquor stores with the same company. Morgan said both Tri County Liquor of Corbin and Ernie’s Spirits have ties with Liquor Mart, based in Richmond. Liquor World, also based in Richmond, has two stores — the flagship store in Richmond, which Morgan noted was the second largest volume store, as a single liquor store, in Kentucky, and a store in Manchester, which opened earlier this year. Liquor World is also applying for one of the five package liquor licenses allocated to Somerset, after voters approved package liquor sales in late June. “We’re just a few days away from having a press conference…We expect to sue the City of Corbin, the city’s ABC administrator, and two of the three winning applicants,” Morgan said Thursday in a phone interview from Somerset. He added Liquor World bought the property on the Cumberland Falls Highway where their proposed store would have been built, pointing out, “It doesn’t mean we’ll get one, but I expect that license (one of the winning licenses) to be put up for people to apply for.” The property, next to Wendy’s restaurant, was owned by Sonny and Wanda Hart, and once housed the S&H Service Center. In the interview, Morgan noted he was a former criminal investigator with the Internal Revenue Service, and the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, and was ready to take action. “There has been a scam run upon the City of Corbin…And I do intend to file suit,” he said. On July 20, Liquor World took out a full-page advertisement in the Times-Tribune, protesting the decision on receiving a package liquor license. ABC records obtained in the Open Records request show the members of Tri County Liquor of Corbin are Jack Taylor of Richmond, a Corbin native and Corbin High School graduate, and another Corbin High graduate, Derrick Sears of Richmond. The other member is C. Frank Shoop, a Lexington businessman. Tri County Liquor has interests in two Liquor Mart stores in Richmond, and stores in Manchester, Danville and Lancaster. In a letter received by the ABC in Frankfort on July 20, Taylor told ABC Distilled Spirits Administrator Daniel Reed that Tri County Liquor had filed paperwork with Kentucky’s Secretary of State, and would like to add an assumed name. The company would be called Tri County Liquor of Corbin, LLC, dba (doing business as) Liquor Mart of Corbin. It also shows Ernie’s Spirits owners being Kevin Durham of Lexington and Ernie Durham of Richmond.
