According to Sheriff John Root, Laurel Sheriff’s Detective Jason Back is conducting an investigation into illegal drug activity following a complaint that Laurel Sheriff’s Deputy James Sizemore , and Deputy William Bo Harris investigated at a hotel 10 miles south of London on Wednesday afternoon (12-07-2011), at approx. 12:33 P.M. Apparently, a man reportedly overdosed on cocaine at the hotel, and was transported by Ambulance Inc. of Laurel County to BRMC hospital in Corbin. As the investigation progressed, 25 Fentalyn patches were discovered. (They are 100 times more powerful per milligram than morphine) Also seized was $4,700 cash, and approx. 2 ounces of cocaine, and a 2004 Chev. Pick up truck. Allegedly, the cocaine was transported from Chicago to Laurel County to be sold. The man transported to the hospital used some of the cocaine apparently causing the overdose. Arrested was the other man involved, and he is identified as: Kevin Grubb age 32 address not known charged with: Trafficking Cocaine, and Trafficking a Controlled Substance(Fentalyn). He was lodged in the Laurel County Detention Facility. Also assisting on the case is D.E.A. agents from the London Office. Pictured is the cocaine, Fentalyn patches, and cash seized.

Herald-Leader Crash kills Jackson County woman, injures 4
A Jackson County woman died Tuesday night in a Madison County accident that sent three children and another adult to a hospital. Melissa Horn, 25, of McKee, died when her westbound 1994 Ranger pickup truck crossed the center line of Ky. 21 (Big Hill Road) just outside Berea and collided head-on with a 2002 Kia van, said Deputy Willard Reardon of the Madison County sheriff's office. Reardon said the children, ages 4,7 and 8, were in the pickup with Horn. They and a 62-year-old man, who was in the van, were taken to University of Kentucky Chandler Hospital with serious injuries. The Laurel County Board of Education has named veteran educator Ronald "Sonny" Fentress to be interim superintendent of the southern Kentucky school district. Fentress, a graduate of Western Kentucky University, will direct Laurel public schools' operations until the board selects a permanent replacement for former superintendent David Young. Young resigned last month two days after being charged with drunk driving following a traffic crash on U.S. 25 in Laurel County. Marymount Hospital rests abreast Ninth Street in London, awaiting demolition. Since Saint Joseph-London opened in August 2010, the old hospital has been up for sale but has had no takers. Representatives from Saint Joseph-London promised the community Marymount would not be left to fall into ruin, but since potential buyers were more interested in the land than the building itself, administrators believe the best course of action is demolition. Demolition is expected to begin inside the building at the end of December after removal of all salvageable materials and equipment. Non-profit Supplies Over Seas salvaged health care equipment last week to distribute to approximately 90 countries around the world. Greenery was also sold to the public. However, one special piece of greenery will not be sold. The five-foot dogwood tree, donated by St. Joseph’s Hospital located in Parkersburg, W.Va., in memory of the late Linda Culp, former Marymount CEO, will be re-planted in Saint Joseph-London’s healing garden. According to Sheriff John Root, while assisting a Kentucky Probation and Parole officer on a complaint of a parole violator, Laurel Sheriff’s Detective Jason Back discovered illegal drug patches, an illegal pill, and items used in meth making containing suspected meth, and illegal drug paraphernalia on Ky 30 E, three miles north of London on Friday(12-9-2011) at 12 noon. The parole violator arrested was Billy C. Hurley Sr. age 68 of Hwy 3094, East Bernstadt—lodged in the Laurel County Detention Facility. Another man at the residence was arrested after 9 Lidoderm, Lidocaine patches were located. He is identified as Billy C. Hurley age 47 of Hwy 3094, East Bernstadt charged with Prescription Controlled Substances not in Proper Container. Lodged Laurel County Detention Facility. Also arrested was: Christy Goforth age 35 address not identified who was found in possession of coffee filters and straws containing suspected meth, a partial xanax pill, and a pipe commonly used to smoke meth. She was charged with Possession of a Controlled Substance 1st degree(Meth), Possession of a Controlled Substance 3rd degree, possession of drug paraphernalia, and resisting arrest, and arrested on an outstanding Bench Warrant from Laurel District Court. Lodged Laurel County Detention Facility. Another suspect was arrested after a glass pipe commonly used to smoke meth was discovered. Arrested was: Constance V. Banet age 44 address not identified charged with Possession of Drug Paraphernelia. . Lodged Laurel County Detention Facility. SOMERSET — Demetrios Haseotes, a New York entrepreneur with interests in convenience stores, truck stops and a large dairy, has bought the idled Somerset Energy Refining operation, one of two crude-oil refineries in Kentucky. Haseotes said he hopes to have the plant back in operation by early summer under the name Continental Refining Company. He did not disclose how much he paid for the refinery, but said in a news release he plans to invest $10 million to get the plant running and make improvements. The prior owner had said in early 2010 he hoped to get at least $12 million for the facility and equipment such as tanker trucks. The refinery, operating as Somerset Oil, had produced gasoline and other products since the 1930s before it ran into financial trouble in 2006. The company declared bankruptcy in 2007, touching off a bitter fight over control and finances. The refinery had long provided a market for small crude-oil producers in the region but was not able to keep a sufficient supply of crude and shut down in early 2010. Haseotes said he will work to rebuild the supply from small producers in the region, and a nearby rail-loading facility will allow Continental to bring supplies from farther away. CNHI News Service Expanded gambling already gaining attention By Ronnie Ellis
FRANKFORT — Someone is again polling Kentucky voters on the question of expanded gambling in the wake of Gov. Steve Beshear’s call for allowing voters to decide the issue in his Tuesday inaugural speech. Lowell Grubb, 49, of Manchester said he received a call Tuesday evening from a woman who asked him “35 to 40 questions” about his feelings on expanded gambling. Grubb said the woman wouldn’t identify the polling firm or its client but said she told him she was calling from Washington, D.C. “They wanted to know what I thought about casino gambling,” said Grubb, a registered Republican. “They asked if an individual senator or representative voted for it, would that make me more or less likely to vote for that individual.” No one will own up to being behind the poll. The state’s two largest horse tracks didn’t comment while the chairmen of the two major political parties, the executive director of the Kentucky Equine Education Project, and Beshear’s press spokeswoman all said they knew nothing about the polling. Brett Hale, senior vice president for Corporate and Government Relations for Churchill Downs was out of town and unavailable for comment. Patrick Neely of KEEP, which has lobbied for expanded gambling to boost purses and breeding incentives, said his organization isn’t behind the polling. On Tuesday, Beshear said he has concluded a constitutional amendment has the best chance of passing because he thinks more lawmakers are “comfortable” with that approach. But Kerri Richardson, spokeswoman for Beshear, said late Wednesday that Beshear hasn’t conducted any polling on the question and Daniel Logsdon, chairman of the Kentucky Democratic Party, said KDP hasn’t either.

Drug use is suspected as a factor in a two-car crash that injured five people in Laurel County on Wednesday evening, according to state police. Hughie S. Rogers, 49, of Manchester told police he was driving west on Ky. 80 when an animal ran into the road, causing him to swerve into the other lane. Rogers' 1992 Buick collided head-on with a car driven by Ashley N. Smith, 33, of Manchester, state police said. Rogers was taken to Saint Joseph Hospital in London for treatment. A passenger in his car, 32-year-old Joanie Davis, as well as Ashley Smith and passengers Tim Smith, 33, and Brandon Smith, 12, of Manchester were airlifted to the University of Kentucky Chandler Hospital for treatment. Drug use is suspected as contributing factor on the part of both drivers, according to a news release from state police. As the former Clay County Middle School teacher and current Sublimity School principal Todd Cox stood on the basketball court at his alma mater, Harlan Independent, on Dec. 9, he glanced up and noticed the jersey’s of former University of Kentucky players Wallace “Wah Wah” Jones and Dick Parsons, of Ernest Trosper, Mike Jones and 1995 Mr. Basketball Chuck Thomas, all jersey’s that have been retired by the school. Cox joined that group as the school retired his No. 44 jersey on that night. Cox starred for the Green Dragons from 1991 through 1995, and tasted success with the small school in Harlan County. The Green Dragons made it to the state tournament twice during that span, in 1993, where they lost to Paul Dunbar in the quarterfinals, and in 1995, where they fell to Pleasure Ridge Park in the semifinals. Cox was named to the All-Tournament Team that year. Harlan also won the All “A” state title twice while he was there. His play caught the attention of several Division I schools, but in the end, he chose Virginia Commonwealth and Coach Sonny Smith, who gained fame as the head coach of Auburn prior to coming to Virginia Commonwealth. He returned to the Bluegrass State, transferring to Georgetown College, where he played for the legendary Happy Osborne and success continued to follow him, as he was a member of the 1998 National Champion team that was inducted into the Georgetown Hall of Fame in 2008.

Coal Severance Funds to help renovate former Knox County Hospital
FRANKFORT, Ky.– Governor Steve Beshear today announced $1.5 million in multi-county coal severance funding to benefit Union College’s Nursing and Health Sciences Program. Knox and Bell counties are receiving $1.5 million in Multi-County Local Government Economic Development Funds (LGEDF)/Coal Severance Funds to help renovate the former Knox County Hospital to serve as a new facility for Union College’s academic nursing and health science programs. “Providing our students with quality learning environments and resources helps ensure that they are receiving the best education possibleâ€, said Gov. Beshear. “This new Union College academic facility will offer an excellent learning space for students and assist the institution in developing and growing quality educational programs.†Union College will use the rehabilitated facility as a center for academic programs including physics, chemistry, biology, health and human performance instruction and general classroom and lab space. The addition of this facility will help accommodate Union College’s expanding Registered Nurse (RN) and Bachelor of Science in Nursing (BSN) programs, which are expected to grow by 200 students within a five-year period. Union College’s current undergraduate yearly enrollment is approximately 700 students. Additionally, Knox County will use a portion of the renovated building to develop space for community meetings, classes and training sessions for local residents and members of the surrounding counties. Knox County Fiscal Court will be directly receiving the funding for this project. Multi-County LGEDF/Coal Severance Funds are a portion of coal severance taxes set aside to fund projects benefiting two or more coal-producing counties.

According to Sheriff John Root, Laurel Sheriff’s Deputy Greg Turner was dispatched to a complaint that a white Pontiac Grand Am had run in a ditch and back out , and was all over the road,on Keavy Road, and was nearing Ky 192 in London, on Monday afternoon (12-26-2011) at approx. 4:25 P.M. Deputy Turner located the vehicle stopped at a green light , at the intersection of Keavy Road, and Ky 192. Deputy Turner discovered the driver passed out at the steering wheel , and determined through his investigation that the driver was under the influence and arrested him. Arrested was: Ricky D. Mills age 43 of Hwy 779, Rockhold, Ky charged with Operating A Motor Vehicle Under The Influence, and lodged him in the Laurel County Detention Facility.

Alcohol Intoxication leads to cuts and a large knot Laurel County Sheriff Department Press Release
According to Sheriff John Root, Laurel Sheriff’s Deputy Kirk Mays received a complaint from dispatch about several persons fighting on Kentucky Hollow Road, one mile north of London on Friday night (12-30-2011) at approx. 10:53 P.M. When Deputy Mays arrived he found a woman (Melissa Campbell) with cuts and a large knot on her arm. Investigation revealed that a Troy Miller had cut the victim’s arm with a piece of glass. Arrested in the back yard of the residence was: Troy D. Miller age 44 of Kentucky Hollow Road, East Bernstadt charged with Assault 2nd Degree, and Alcohol Intoxication. Also arrested was :Freda M. Tincher age 52 of Kentucky Hollow Road, East Bernstadt charged with Alcohol Intoxication, and with Failure to Appear in Court in Laurel County on 6 traffic Charges including DUI, and Driving On DUI suspended License, and a second bench warrant from Laurel District Court for a charge of Driving On DUI suspended License. The Suspect was using other names to include Fredia M. Osborne, and Fredia M. Campbell; also arrested was: Christina N. Wagers age 26 of Moren Town Road, London charged with Alcohol Intoxication. Deputy Brett Reeves assisted on the investigation and arrests. All suspects were lodged in the Laurel County detention Facility.

According to Sheriff John Root, Laurel Sheriff’s Deputy Milton Storm received a 911 complaint from Laurel Dispatch about 2 persons passed out in their vehicle (a green F150 Ford Pickup Truck) at the gas pumps of the Pilot Oil Station on U.S. 25E, 10 miles south of London on Friday afternoon (1-13-2012) at approx. 2:10 P.M. Upon arrival and conducting an investigation, Deputy Storm determined that the driver was under the influence and was subsequently arrested: He is identified as David W. Landry age 28 of Old State Road, Lily charged with Operating a Motor Vehicle under the influence . Also arrested was the passenger: April D. Mitchell age 31 of Keck Church Road, Gray charged with Public Intoxication. Both were lodged in the Laurel County Detention Facility.

Brown caught going 70 on rim, charged with DUI Laurel Co. Sheriff Department news release
According to Sheriff John Root, Laurel Sheriff’s Deputy Kirk Mays received a complaint that a maroon Chrysler was traveling on the roadway with sparks flying off it on U.S. 25, near Ky 490 early Saturday morning(1-14-2012) at approx. 1:01 A.M. Deputy Mays located the vehicle and observed numerous traffic violations , and activated his emergency equipment . The vehicle failed to stop for over two miles. Arrested was: Anthony W. Brown age 46 of Allen School Road, East Bernstadt charged with : Speeding (70 in a 45), Failure To Illuminate Headlamps, No Brake Lights, Failure to wear Seat Belt, Reckless Driving, Fleeing And Evading Police (in a motor Vehicle), and Operating A Motor Vehicle Under the Influence. He was lodged in the Laurel County Detention Facility. The suspect’s vehicle had apparently struck something in town (London) causing the right front tire to blow out. When Deputy Mays observed the vehicle (prior to attempting to conduct a traffic stop), it was running on its rim causing sparks on the roadway. London City Police and Kentucky State Police assisted Deputy Mays at the scene of the traffic stop.

Another negative slap against the local school system came Friday with the indictment of a school administrator. Charles Douglas Phelps, 52, was indicted by a Laurel grand jury on three counts of first-degree sexual abuse and two counts of third-degree unlawful transaction with a minor. Phelps has been the director of pupil personnel for the Laurel County School System since 2002. Prior to that, he taught at Keavy Elementary School since 1989. Sheriff John Root is reporting that Laurel Sheriff’s Sgt Greg Poynter, and Deputy Greg Turner conducted an investigation regarding the theft of scrap metal reported stolen from Laurel Water District off Robinson Creek Road on Wednesday afternoon (1-25-2012) at approx 3:40 P.M. Three subjects allegedly stole metal, and took it to sell it to a scrap metal company. Following information on the suspects whereabouts, 3 subjects were taken into custody—they are identified as: Royal B. Farmer age 25 of Valentine Road, Keavy, Bruce Farmer age 28 of Fister Lane London, and Freddy Farmer age 31 Villagewood Court, London –all 3 arrested 5 miles south of London on U.S. 25 at approx. 4:20 P.M. Wednesday. The three accused are charged with Receiving Stolen Property under $500, and were lodged in the Laurel County Detention Facility.

A 7-year-old autistic girl who died in a mobile-home fire in Jackson County on Thursday escaped her mother's grasp and hid in a closet in the burning structure, according to a fire official. The girl, Dora Brewer, was scared and "got out of her mother's arms" as the mother tried to get Dora out, said Lonnie Madden, chief of the Sandgap Volunteer Fire Department. Knox County Constable Carl Bolton has been charged with driving under the influence of alcohol following a traffic stop on the Corbin Bypass in Whitley County. According to the arrest citation, Bolton, 50, had a blood alcohol level of .148, almost twice the legal limit in Kentucky, which is .08. Kentucky State Police Division of Commercial Vehicle Enforcement Officer Mike Hamblin stopped Bolton just after midnight as he was traveling east on the bypass. Carl Bolton, Fifth District Knox County Constable said he will plead guilty to driving under the influence of alcohol stemming from a traffic stop and arrest, but will continue to serve as a Knox County Constable. Bolton said he has been a constable in district five, which includes the Gray and Woodbine communities for six years. Prior to that, he served for more than 20 years as a Knox County Sheriff's Deputy, including two years as chief deputy. Undercover agents buy drugs at Robo Car Wash Laurel County Sheriff Department Press Release
Sheriff John Root reports that Detectives Jason Back and Brad Mitchell, conducted an undercover purchase of pills at the Robo carwash on North Main st. in London on 02-08-2012. The Detectives purchased seventy prescription pills from a male and female who had filled the prescription approx five minutes earlier at a local pharmacy. Marlena Miller age 34 of London Ky and Charles Gregory age 31 also of London were both arrested at the scene without incident and charged with trafficking in a controlled substance and lodged in the Laurel County Detention Center. Det. Brad Mitchell is continuing the investigation. Assisting in the investigation and arrest were. Sheriff John Root, Lt. Rodney Van Zant, and Sgt. Greg Poynter.

60 year old Berea woman dies in Laurel County Car Crash Laurel County Sheriff Department Press Release
Laurel County Sheriff John Root reports that on 02-07-12 at approx 7:00 pm a fatal collision occurred at the junction of Ky 363 and Maple Grove Rd in Laurel County. Ms. Tommie Johnson age (60) 10-13-1957 of Berea Ky driving a Chevy Caviler was extracted from her vehicle and received fatal injuries due to the collision and was transported to St. Joseph London. Mr. Charles Joseph age (19) 11-04-1992 of London Ky driving a Dodge Durango received minor injuries and was also transported to St. Joseph via personal vehicle. According to Chief Deputy Eddy Sizemore Ms. Johnson was attempting to turn left onto Ky 363 when she pulled out in front of Mr. Joseph who was traveling Southbound on Ky 363. Chief Deputy Sizemore was assisted at the scene by Deputy Greg Turner, Laurel County Sheriff Office accident re-constructionist Richard Dalrymple and London Police Officer/re-constructionist Chris Edwards, The Laurel County Rescue Squad, Ambulance Inc. of Laurel County and the Laurel County Fire Department

Sheriff John Root is reporting that Laurel County Sheriff’s detective Sgt. Tommy Johnston is investigating an apparent home burglary which occurred on Old Whitley Road approx. 7 miles south of London on Thursday (2-09-2012) at approx. 12:26 P.M. Apparently 3 subjects are suspects in a burglary (that turned into an apparent home invasion) that occurred at a house. A male suspect apparently entered the house where the home owner and his infant child were asleep. The home owner was awakened to a suspect walking around in the bedroom. Shots were fired by the home owner striking the intruder at least once in the upper chest. When Deputy John Inman arrived at the scene, three suspects were taken into custody near the residence - 2 male subjects and one female subject near the suspect's black Ford explorer. The male subject with the gunshot wound was transported to St. Joseph hospital London for treatment. Arrested was: Dudley Farmer age 25 of McWhorter Road, London, Leslie Hicks 31 of Ky. Route 122, McDowell, Ky and Jimmy Farmer age 31 Of Corbin (treated and released with a gunshot wound to the upper chest) all charged with Burglary 2nd Degree, and Theft By Unlawful Taking. All 3 subjects were lodged in the Laurel County Detention Facility. Laurel Sheriff’s Office personnel assisting included: Sheriff John Root, Chief Deputy Eddy Sizemore, Detective Daryl Zanet, Detective Charlie Loomis, Detective Brad Mitchell, Detective Jason Back, Lieutenant. Rodney Van Zant, Deputy James Sizemore and Deputy Gilbert Acciardo. Also assisting was : Laurel County EMT, and Ambulance Inc. Of Laurel County.

Herald-Leader Arson investigator sent to Holly Bay Marina houseboat fires
Kentucky State Police has sent an arson investigator to the Holly Bay Marina on Laurel River Lake where three houseboats burned to their hulls early Friday. A police spokesman said the U.S Forestry Service contacted the London police post and requested the investigator. Clay County Ambulance Service assists in Laurel County rescue efforts Laurel County Sheriff Department Press Release
Sheriff John Root is reporting that numerous Laurel Sheriff’s Deputies assisted on the search for victims of a suspected tornado that cut its path of destruction on Friday night from Fount Hubbard Road in western Laurel County, crossing Bentley Road north of London and Old Hare Road, over to Little Arthur Ridge Road, Radford Road Hensley Road (and Little Country Road), and finally over to Roy Black Road at Ky 30. Rescuers reported that the path appeared to be up to 150 yards wide. Four fatalities have been reported thus far. They include: Wilburn Pittman on Old Hare Road, Debbie Allen and Sherman Wayne Allen on Little Arthur Ridge Road, and Ethel Pruitt on Bentley Road. All the deceased were in mobile homes. Reportedly numerous mobile homes were demolished, tossed down embankments, and thrown on top of one another, numerous trees were down across roadways(making it difficult for first responders to get into the area), power lines were down, and vehicles overturned. Also involved in the search was: Kentucky State Police. Coordinating the efforts was: Laurel County Emergency Management, and Crossroads Volunteer Fire Department and East Bernstadt Fire Department. They were assisted by Lily Fire Department, Laurel County Fire Department, London-Laurel County Rescue Squad, and McWhorter Fire Department. Many ambulances from Ambulance Inc. of Laurel County, as well as ambulances from Knox County, Whitley County, Jackson County, and Clay County assisted in removing injured victims. Traffic Control was provided by Laurel County Sheriff’s Deputies, Ky State Police Troopers and CVE Officers, and Jackson County Sheriff’s Office. Numerous injured persons were removed from the affected area to St. Joseph Hospital London, some of those injured were critically injured, and were then flown out to UK Med in Lexington. Assisting also was Laurel County Coroner Doug Bowling. Other County Officials that responded to assist included: Sheriff John Root, Commonwealth Attorney Jackie Steele, Circuit Clerk Roger Schott, and Judge Executive David Westerfield. The Kentucky National Guard was also activated to provide safety and security to the affected area overnight. A thorough inspection of the affected area will be conducted at daybreak on Saturday by area emergency services personnel.

wbir.com Crossover lane allows southbound traffic again on I-75 at Jellico
A large chunk of hillside earth collapsed beneath part of the road near mile marker 143. Since then, crews have been working to install a "crossover lane" on the northbound side. Now one southbound lane is open and two northbound lanes are open. TDOT says wide loads should still use Hwy. 297 from Jellico as a detour around the area. All traffic coming from Kentucky had been detoured off the interstate in Jellico for several days, with most drivers taking highway 25-W and eventually getting back on I-75 at the Caryville exit. Southbound traffic on 75 will crossover near the Stinking Creek exit to the northbound side. Naked Shoplifter strikes at truck stop Laurel County Sheriff Department Press Release

Sheriff John Root is reporting that Laurel Sheriff’s Deputy Kirk Mays was dispatched to a complaint that a male subject was in the restroom naked at Pilot Oil Truck Stop, 12 miles south of London on Saturday morning (3-17-2012) at 1:56 A.M. When Deputy Mays arrived at the scene , he located the subject still naked there. Deputy Mays instructed the subject to get clothes on, and when he did—the subject put on a shirt allegedly shoplifted from Pilot Oil Truck Stop. Investigation revealed that several small children reportedly observed the male subject with no clothes on in the restroom, and reported it to management at the truck stop who in turn notified law enforcement. Arrested was: William M. Hoskins age 30 of Blevins Lane, Stoney Fork, Ky charged with: Indecent Exposure, and Shoplifting, and was lodged in the Laurel County Detention Facility.

Ho Agrees to Pay More than $650,000 to Settle Civil Claims Commonwealth News Center press release
Attorney General Jack Conway, Kerry B. Harvey, United States Attorney for the Eastern District of Kentucky and the Office of Inspector General of the Department of Health and Human Services (HHS-OIG) jointly announced today a settlement with a Williamsburg, Ky. chiropractic clinic over claims that the clinic improperly billed Medicare and Medicaid. As part of the settlement, Kenneth Ho and Ana Moreno, the owners of Ho Medical Clinic agreed to pay the U.S. Government $650,000 for improperly billing the government for diagnostic and physical therapy services from February of 2003 through February of 2009. A former Ho Medical employee sued the company using the qui tam provision of the False Claims Act, informally known as "whistleblowing." The False Claims Act is a federal law that allows individuals to file lawsuits against anyone who defrauds U.S. Government programs. If the U.S. receives money as a result of the whistleblower's lawsuit then the plaintiff(s) (the whistleblower) may receive a portion of the recovered money. In this case, the plaintiff will receive $131,000 of the recovered money and an additional $11,400 from Ho and Moreno representing attorney fees. The other $525,000 of the settlement money will be sent back to the Medicare and Medicaid trust fund. The investigation was conducted by the Attorney General's Office, the Department of Health and Human Services and the U.S. Attorney's Office. Assistant U.S. Attorney Andrew Sparks handled the litigation on behalf of the U.S. Attorney's Office.

Four Arrested Following Disability Fraud Investigation Commonwealth News Center press release
Attorney General Jack Conway today announced the arrest of four people following an investigation by the new Cooperative Disability Investigations (CDI) Unit. The unit was created in September of 2011 through a joint partnership between the Attorney General's Office, Social Security Administration (SSA) and the Cabinet for Health and Family Services to combat and detect fraud in federal disability benefit programs. On April 13, 2012 investigators from the Attorney General's office and SSA's Office of Inspector General arrested 44-year-old Barbara Sands, 47-year-old Versie Partain, and their two daughters, 24-year-old Amy Partain and 21-year-old Melinda Partain on one count each of possession of a forged instrument, identity theft and theft of a U.S. Treasury check over $500. The defendants, all of London, Ky., were arrested following the execution of a search warrant on April 12 at their Laurel County residence. All four entered not guilty pleas at their arraignment in Laurel District Court earlier this week. The charges are the result of an investigation that began on January 12, 2012 based on information provided by the Corbin, Ky. SSA office. SSA reported suspected fraud during a continuing disability review of Barbara Sands. During the course of the investigation, Eric Partain, son of Sands and Versie Partain, died on March 29, 2012. On March 30, 2012, Sands, Amy Partain and Melinda Partain allegedly forged and cashed a Supplemental Security Income check issued to Eric Partain, which he was not entitled to receive after his death. Prosecution of this case is being handled by the office of Jackie Steele, Commonwealth's Attorney for the 27th Judicial Circuit representing Laurel and Knox counties.
