The Commonwealth also looks with great pride upon the scores of brave National Guard members and Reservists who have given so much to defend our nation. Kentuckians have bravely served in the Army, Navy, Air Force, and Marine Corps.
“Kentucky is home to 335,000 veterans whom I am proud to represent in the U.S. Senate. They risked their all for their country.

Since the Environment Protection Agency (EPA) refused to host a “listening session” in coal country, U.S. Senate Republican Leader Mitch McConnell held a pro-coal listening session of his own today in Eastern Kentucky at the University of Pikeville. Attending the session in Pikeville, Kentucky were eastern Kentucky community leaders, small business owners and coal mining families negatively affected by the President’s War on Coal. During the hearing, Senator McConnell said, “Since the EPA will not come to Pikeville to hear your message, I will deliver Pikeville’s message to them. I have called today’s session so that those in the region affected by this administration’s War on Coal will finally have a chance to be heard, just as I personally spoke on behalf of Kentuckians at a recent EPA hearing in Washington. And following the testimony today, I plan on taking the experiences you share with me directly to the EPA, so it can hear from all of us how President Obama’s War on Coal is negatively affecting our coal miners and economy in eastern Kentucky.”

Tobacco Growers Should Receive Full Amount of Final Buyout Payment Senate Republican Leader Mitch McConnell Press Release
United States Senate Republican Leader Mitch McConnell announced today that the United States Department of Agriculture (USDA) informed him that tobacco quota holders will receive the full amount of their final tobacco payment, as directed by a provision within the Budget Control Act, by the end of FY 2015. Senator McConnell was the primary author of the historic 2004 tobacco buyout. Last year, USDA Secretary Tom Vilsack announced that tobacco buyout payments would be subjected to a 7.2% sequestration this year – the final year of tobacco buyout payments. However, Senator McConnell contacted Agriculture Secretary Tom Vilsack and Office of Management and Budget (OMB) Director Sylvia Mathews Burwell identifying a provision within the Budget Control Act that would allow quota holders to receive full payment. “I am pleased that the USDA agreed to provide our farmers with the full final payment amount that they need and deserve, and that Kentucky farmers will not lose the money that was promised to them in the settlement,” Senator McConnell said. “Tobacco is one of the Commonwealth’s most historic, signature industries. I worked hard to deliver this buyout to Kentucky’s tobacco growers, who are some of the hardest working agricultural workers in our state. This buyout helped transition the crop to the free market and eliminated federal farm price supports for tobacco in exchange for billions in compensation paid to tobacco quota owners.” Roger Quarles, current President and Chairman of the U.S. Growers Tobacco Company and former president of the Burley Tobacco Growers Cooperative, praised Senator McConnell for his work to secure the full payments for Kentucky tobacco growers. "Senator McConnell has once again proven to be one of the strongest allies for tobacco and agriculture in Washington,” Quarles said. “Senator McConnell has ensured that the tobacco buyout, of which he championed ten years ago, is seen through all the way. Farm families from Florida to Virginia and as far west as Missouri are elated to look forward to payment in full for the last of the payments as promised 10 years ago. And particularly Kentucky farmers and tobacco growers are most thankful." Background: In 2004, the tobacco buyout established the USDA TTPP to provide tobacco quota holders with a final opportunity to receive annual transition payments from 2005-2014 in exchange for the termination of all federal restrictions, marketing cards and price support loans for tobacco. Section §518a. of the Tobacco Buyout which states: “The Secretary shall offer to enter into a contract with each tobacco quota holder under which the tobacco quota holder shall be entitled to receive payments under this section in exchange for the termination of tobacco marketing quotas and related price.” According to the University of Kentucky, tobacco sales in Kentucky were projected to reach $400 million for 2013.

Senate Republican Leader Mitch McConnell paid tribute to Kentucky son and music legend, Phil Everly. The following are the Senator’s remarks: “I rise today to bid farewell to a Kentucky son who became half of one of the most enduring and influential acts of country and rock and roll music. Phil Everly, of the hit-making duo the Everly Brothers, passed away this weekend at the age of 74.
“Phil and his older brother Don brought their trademark close harmony singing, modeled in the Appalachian country and bluegrass music tradition, to rock and roll beginning in the late 1950s. With songs including ‘Bye Bye Love,’ ‘Wake Up Little Susie,’ and ‘All I Have to Do Is Dream,’ they consistently scored hits at the top of the charts.
“The Everly Brothers are famous the world over and influenced musicians such as the Beatles, the Beach Boys, Bob Dylan, Simon and Garfunkel, and many others. But they were especially beloved in their family’s home State of Kentucky, and particularly in Central City, in Muhlenberg County, western Kentucky, which was the site of the Everly Brothers’ Labor Day Homecoming Music Festival every year.
“This festival included many famous country and rock and roll music stars from the Everly Brothers themselves to Chet Atkins, Keith Urban, Billy Ray Cyrus, and Tammy Wynette. Money raised went to local charities.
“Phil and Don Everly’s musical career was the result of a lifetime spent singing. Phil and Don were born the sons of a Kentucky coal miner turned country musician, Ike Everly, and his wife Margaret. The family moved to pursue musical opportunities and ended up playing live country music on the radio in Shenandoah, Iowa. The whole family was spotlighted, from Mom and Dad Everly to Little Donnie and six-year-old ‘Baby Boy Phil.’ Don and Phil spent their summers in their parent’s home of Muhlenberg County.
“As teenagers the Every Brothers started their own careers, first as songwriters, then as performers. In 1957 they scored a number-one hit with ‘Bye Bye Love.’ In their trademark style, Phil sang the high harmony notes while Don sang baritone, their voices intertwining in a way that sounded easy but was difficult to duplicate.
“They continued to have best-selling songs for several years, including 12 Billboard Top10 hits, and released the landmark country-rock album ‘Roots’ in 1968 that included snippets of their old family radio show. The Beatles have said that the vocal harmonies from their first number-one hit, ‘Please Please Me’ of 1963, were modeled after the Everly Brothers’ 1960 hit song ‘Cathy’s Clown.’ Phil was the author of one of the duo’s best loved songs, ‘When Will I Be Loved?,’ which was a Top 10 hit for Linda Ronstadt in 1975.
“While older brother Don was born in Kentucky, younger brother Phil was actually born in Chicago on January 19, 1939. Nearly 50 years later, in 1988, the mayor of Central City gave Phil Everly an honorary Kentucky birth certificate. ‘I really appreciate you making me a full-blown Kentuckian,’ Phil said as he received it. ‘I’ve been lying for a lot of years.’
“The Everly Brothers’ Labor Day Homecoming Music Festival began in 1988 as a way for the Everly Brothers to show their gratitude to their hometown fans. In 2010, the Central City Tourism Commission opened the Muhlenberg County Music Museum, which showcases a complete collection of Don and Phil’s albums and features a 1950s-style jukebox that plays their biggest hits.
“Sadly, just before Phil’s death, local western Kentucky fans of the Everly Brothers were planning a celebration of what would have been Phil’s 75th birthday on January 19. Instead, the Central City Tourism Commission will host a memorial service at the museum on that day to celebrate Phil’s life and music. Phil is survived by many family members and beloved friends, including his brother Don.
“I know my colleagues will join me in expressing gratitude and appreciation for the wonderful music that Phil, along with his brother Don, provided the world. The music of the Everly Brothers continues to provide joy to people to this day. Kentucky is honored to have played such a role in the shaping of this extraordinary musical family.”

Bipartisan Path to Unemployment Insurance Extension Senate Republican Leader Mitch McConnell Press Release
Senate Republican Leader Mitch McConnell made the following remarks on the Senate floor regarding the need to off-set the costs of unemployment insurance: “Yesterday, the Majority Leader rejected my offer for both sides to offer amendments to the unemployment insurance bill – the way things used to work around here. This is a sadly typical example of the way things are these days in the Senate. If the Majority Leader had just accepted my offer, we could actually be debating and amending this bill instead of wasting time. And how does the Majority Leader expect to achieve consensus when one side doesn’t have the chance to offer any input? That’s the way the Senate is supposed to operate.
“Look: If the Majority Leader wants this bill to pass the Senate, then he's likely going to have to find a way to pay for it.
“And I’ll be offering one idea on that front: that is, paying for a longer extension by dropping the mandate that forces Americans to buy insurance they don’t want. But there are other avenues out there too. One is a bipartisan idea endorsed by the President that ensures individuals can't draw both Social Security disability benefits and unemployment benefits at the same time. Senators Coburn and Portman both have versions of this. There’s another plan offered by Senator Ayotte that would cut down on fraud in refundable tax credits.
“And there are plans for job creation that will be offered by Senators Paul, Thune, and Inhofe. These plans take a different approach than the government led one we see from the Democrats. They rely on unlocking the potential of the private sector to increase employment. And they deserve a vote in the Senate. I'm sure there are many Democrat ideas out there too. But we won't get the chance to debate any of them as long as the Majority Leader keeps blocking us from offering amendments.
“This obstructionism by the Democrat majority is against the traditions of this body, and it needs to end. Because if Democrats truly want to get anything done this year, they are going to have to learn how to work with us.”

Senate Democrats Object to Restoring Benefits for Military Retirees Senate Republican Leader Mitch McConnell Press Release
Senate Republican Leader Mitch McConnell called on the United States Senate to consider and vote on an amendment he offered as part of the unemployment insurance bill that would have reversed a provision in the Murray-Ryan budget agreement that reduces retirement pay for certain members of the armed forces. The McConnell amendment sought to reinstate the full annual cost-of-living adjustment (COLA) for military retirees under the age of 62 who are slated to see their benefits reduced beginning in December 2015. Unfortunately, Senate Majority Leader Harry Reid (D-NV) blocked the proposal, which would have paid for the benefit restoration by delaying the Obamacare individual mandate for one year. “I am disappointed that the Senate Majority Leader and Senate Democrats have refused to vote on my amendment to restore benefits to military retirees, especially those in Kentucky,” Senator McConnell said. “As a long-time supporter of benefits for our servicemembers, veterans, military retirees and their families, I will continue to work towards the restoration of this benefit.”

Legislation Introduced to Help Rural Counties in Kentucky Senate Republican Leader Mitch McConnell Press Release
Senate Republican Leader Mitch McConnell and Senator Rand Paul introduced legislation today to help rural counties in Kentucky who are being hurt by the Obama Administration's policies, as established by the Consumer Financial Protection Bureau (CFPB), which restrict rural lending practices. The HELP Rural Communities Act would give rural counties in Kentucky a voice when the CFPB has incorrectly labeled them as "non-rural"-just another example of this administration's one-size-fits-all, we-know-best approach to governing. Several counties in Kentucky, such as Bath County, have been labeled as "non-rural," and are therefore barred from certain rural lending practices that are helpful to farmers and small businesses. "If you've ever been to these counties, as I have, you would most certainly disagree with the CFPB's ruling. But current law provides no opportunity to challenge the CFPB's decision. Our bill would allow counties that have been improperly designated as "non-rural" to petition the CFPB with additional local information to reconsider their status in order to ensure that rural communities, such as those in eastern Kentucky, have the access to credit they need to grow their economy," Senator McConnell said. "This is an important step in the effort to renew hope for the future in rural Kentucky and especially eastern Kentucky. Given the bipartisan interest shown in recent weeks to get government out of the way and let the people of the region work, Congress and the president should come together to pass this legislation on behalf of eastern Kentuckians and rural communities."
Senator Paul said, "This important legislation will provide an opportunity for rural communities across the country to challenge big government bureaucracies, such as the Consumer Financial Protection Bureau, from improperly designating them as "non-rural." Rural communities rely heavily on this designation, as it allows financial institutions to provide important financial products and credit to small businesses and farmers who depend on it in these areas. I will continue to work diligently with the Kentucky delegation to pass this legislation for the betterment of our rural areas."
Ballard Cassady, President and CEO of the Kentucky Bankers Association, praised Senators McConnell and Paul's efforts today. "This legislation would provide an opportunity for rural communities to provide input into federal , top-down decisions that they may not have access to, which would help in the determination of whether a county qualifies as rural or not. Republicans have offered numerous common-sense proposals to get to a conclusion here. Ideally, we'd have spent the last week voting on those proposals. So there’s really no good reason for us to be in this position at all. And let me just underscore some of the things members on my side expect to see in the final product.
First, the Senate should actually be paying for whatever it passes – and not with spending cuts 11 years from now that may never happen. It’s also reasonable to expect practical pro-growth job-creation measures, so we can actually help get people back to work. And for a solution to be reasonable it should also respect the right of our constituents to be heard on this issue through a more open amendment process. We’ve got to get away from an attitude that essentially says the views of half the American people don’t matter in the Senate. And these days, it’s gotten even worse than that. Ideas on both sides are often just ignored completely. That’s just not how the Senate is supposed to work. And here’s a golden opportunity to start fixing the problem. It’s the right thing to do. And I’m hopeful common sense will prevail in the end.”

Fire officials report multiple lives were lost in the fire, including children. There are two survivors who have been flown to Vanderbilt University Medical Center for treatment.
“Personnel from three fire departments—Greenville Fire, Graham Volunteer Fire, and Beechmont Volunteer Fire—responded to the blaze. I want to thank these brave firefighters, as well as the emergency medical technicians, police officers, and other first responders who heroically leapt in to save lives.
