John Russell killed in crash on Lockards Creek
(LONDON, KY.) – On Wednesday, November 16, 2011 at approximately 9:47 AM, the Kentucky State Police, Post 11 London, received a report of a two (2) vehicle traffic crash, with injury, at the intersection of KY 149 and US 421 south in the Lockards Creek Community of Clay County. Upon arrival Trooper Josh Wilson determined that a maroon, 1988, Oldsmobile, Cutlass, passenger car, operated by John R. Russell, 24, of Lockards Creek was turning southbound onto US 421 from KY 149 when it entered the path of a northbound, black, 2004, Jaguar, X-type, passenger car, operated by Betty Bailey, 58, of Big Creek. Russell, who was not wearing a seatbelt, was fatally injured in the collision and pronounced dead at the scene by the Clay County Coroner Danny Finley. Bailey, who was wearing a seatbelt, was transported to the Manchester Memorial Hospital, by EMS, for treatment of minor injuries. Alcohol and/or drug usage is suspected by Russell. Trooper Wilson is in charge of the investigation and was assisted by the Clay County Sheriff's Department, Manchester Police Department, Clay County EMS, the Lockards Creek Fire Department and the Clay County Coroner’s Office. Two killed in a single vehicle collision on KY 11 south in Clay County (LONDON, KY.) –- On Wednesday, November 16, 2011 at approximately 3:20 PM, the Kentucky State Police, Post 11 London, received a report of a single vehicle traffic crash on KY 11 south in Clay County. Upon arrival Trooper Jeff Senters determined that a maroon, 1994, Toyota, Camry, passenger car, operated by Kimberly Jackson, 27, of Manchester was traveling southbound on KY 11 when it went out of control in a curve, traveled over an embackment and came to rest in a creek. Ms. Jackson, who was not wearing a seat belt, was pronounced dead at the scene by the Clay County Coroner Danny Finley. A passenger in the vehicle, Rickie Ramos, 27, of Manchester, who was not wearing a seatbelt, was able to exit the vehicle and was uninjured. A second passenger, Gabriella Ramos, 5 months of age, who was in a child safety seat, was transported to the Manchester Memorial Hospital, by EMS, and later pronounced dead by the Clay County Coroner. Alcohol and/or drug usage is not suspected. Shooting Investigation in Clay County Jeremy Fusner (LONDON, KY.) –- On Thursday, November 17, 2011 at approximately 10:54 AM, the Kentucky State Police Post 11, London received a report of a shooting at a residence on Roots Branch Road in Clay County. Upon arrival Trooper Jeff Senters determined that Jeremy Fusner, 21, of Manchester, had assaulted a female at the residence and was forced to leave by other occupants of the home. Fusner returned and subsequently shot two male subjects before fleeing the area. Both victims were transported to the hospital for treatment of their injuries and are listed as stable. Fusner, who was located in a wooded area of Jackson County near a relative's residence, has been charged with two (2) counts of Assault 1st Degree and one (1) count of Wanton Endangerment 1st Degree in reference to this incident and lodged in the Clay County Jail. KSP Trooper Jeff Centers is continuing the investigation and was assisted by officers from the Kentucky State Police, the Clay County Sheriff's Department and the Clay County EMS. Traffic Crash with injury in Laurel County (LONDON, KY.) –- On Thursday, December 14, 2011 at approximately 7:48 PM, the Kentucky State Police, Post 11 London, received a report of a two vehicle traffic crash, with injury, on KY 80 east of London in Laurel County. Upon arrival Trooper Mike King determined that a silver, 1992, Buick, passenger car, operated by Hughie S. Rogers, 49, of Manchester was traveling westbound on KY 80 when, according to Rogers, an animal ran into the roadway causing him to swerve into the oncoming lane and strike a maroon, Saturn, passenger car, operated by Ashley N. Smith, 33, of Manchester, head-on. Hughie S. Rogers was transported from the scene to the Saint Joseph of London Hospital for treatment. A passenger in the Rogers vehicle, Joanie B. Davis, 32, of Manchester was flown to the University of Kentucky Medical Center for treatment. Ashley N. Smith and her passengers, Tim Smith, 33, and Brandon Smith, 12, all of Manchester were also flown to the University of Kentucky Medical Center for treatment. Alcohol usage is not suspected but drug usage is suspected to be a contributing factor by both drivers. Trooper King is in charge of the investigation and was assisted by Trooper Chris Roberts, the Laurel County EMS and the Bush Fire Department. Stolen ATV leads to Meth Bust
On the date of 01-06-2012 at around the hour of 3:00 p.m., Sgt. Chris Curry and Deputy Taybert Napier from the Clay County Sheriff's Office along with Kentucky State Trooper Nick Metcalf were investigating a stolen A.T.V complaint in the Laurel Creek community. The officers went to the residence of Todd Sester to question him and another male who was later identified as Bill Caudill in connection with the theft. Upon arrival, officers were greeted by both men outside of the residence. Sgt. Curry obtained consent to search the residence where officers located packaged Methamphetamine, prescription medication and several Methamphetamine precursers. Todd Sester was charged with manufacturing methamphetamine 1st offense, trafficking in a controlled substance 3rd degree 1st offense and trafficking in a controlled substance 1st degree 1st offense methamphetamine. Bill Caudill was charged with manufacturing methamphetamine 1st offense. Both men have been lodged in the Clay County Detention Center. Sgt. Chris Curry is in charge of the investigation. Fatal Collision on KY Highway 80 in Clay County (MANCHESTER, KY.) – On Sunday, January 29, 2012 at 6:56 p.m., officers from the Kentucky State Police Post 11, London responded to a fatal accident on KY Highway 80 at the intersection of Add Hollow Road. Upon arrival units determined that Sherri K. Turner, age 39, of Manchester, KY was operating a 2002 Dodge Stratus traveling west bound on KY Highway 80. Ms. Turner was attempting to make a turn onto Add Hollow Road when she turn into the path of a 1998 Chevy Lumina, being operated by Sophia Feltner, age 70, of Goose Rock, KY, which was traveling east bound on KY Highway 80. Ms. Turner was pronounced dead at the scene by the Clay County Coroner. A passenger in Ms. Turner's vehicle, Ashtin C. Turner, age 4, of Manchester and Sophia Feltner, were flown to the University of Kentucky Medical Center. The accident is being investigated by Trooper Justin Oliver. He was assisted by KSP Post 11 and KSP CVE Region 4 personnel. Brumley killed, five others injured in accident Junction of Sacker Road and US 421
(MANCHESTER, KY.) – On Saturday, February 25, 2012, at 7:23 p.m., Troopers from the Kentucky State Police Post 11, London responded to an injury accident on US Hwy 421 North near the intersection of Sacker Road, 7 miles north of Manchester. Upon arrival units determined that a 1998 Saturn passenger car operated by Kathy Brumley, age 42, was traveling northbound on Hwy 421, when she crossed over the center line into the path of a 2000 Pontiac Sunfire operated by Daniel L. Henson, 24 of Manchester. After the initial collision a secondary collision then occurred when a 2003 Chevrolet Tracker operated by Callie Gilbert, 34, of Manchester collided with the same 1998 Saturn passenger car from the first collision. After this collision occurred the 1998 Saturn struck a 1998 GMC Jimmy, which was parked on the side of US 421. Kathy Brumley was flown from the scene to the University of Kentucky Medical center in Lexington. Brumley was pronounced dead on Sunday, February 26, 2012 at 0100hrs by the Fayette County Coroners Office. A passenger in Brumley’s vehicle, Curtis Burkhart, age 53 of Manchester was flown to the University of Kentucky Medical Center where he is listed in critical condition. Daniel L Henson was flown to the University of Tennessee Medical Center and is listed in stable condition. His passenger Domonica Howard, age 21 of Manchester was flown to the University of Kentucky Medical Center and is listed in stable condition. Callie Gilbert was transported to the Manchester Memorial Hospital where she is listed in stable condition. Her passenger George Wagers, age 41 of Manchester was flown to the University of Kentucky Medical Center where he is listed in stable condition. The accident is being investigated by Trooper Justin Oliver. He was assisted by Trooper Josh Wilson, Clay County Sheriffs Department, Clay County EMS, and Burning Springs Fire Department. Manchester man dies in traffic crash in Laurel County
(London, KY) On Thursday March 1st 2012 around 4 P.M. officers with Kentucky State Police-Vehicle Enforcement responded to fatal commercial vehicle crash located on US 25 4 miles south of London Kentucky. Upon arrival Officer Jerry Jones determined that 36 yr old Rodney Byrd of Manchester was south on US25 operating a 2008 Chevy Impala when he crossed the center line striking head on a 2002 Sterling flat bed commercial vehicle owned by B & C Industries Inc. of Somerset Kentucky. The operator of the commercial vehicle 25 yr old Jacob Burton of Somerset was not injured during the crash. Rodney Byrd was pronounced dead on scene by the Laurel Co. Coroner office. Drug and alcohol usage are not known at this time, and both parties were wearing their seat belt at the time of the crash. (Blood test are pending for both involved parties) Assisting on scene: CVE officers Sgt. Greg Reams, Keegan Bray, Joey Ray Caldwell, Lily Fire Department, Laurel Co. Two Clay County Men Charged with Stealing Metal from Storm Victims Kentucky State Police Press Release
(London, KY.) –- The Kentucky State Police in London have arrested four men for theft by unlawful taking and numerous other offenses after they were found stealing tin and aluminum siding in a restricted area of the East Bernstadt community of Laurel County. Trooper Ryan Loudermilk was conducting saturated criminal patrol on Hensley Road when he came upon four (4) men carrying tin and aluminum siding to a pickup truck parked nearby. The men had been given access to the area to assist with clean up of debris left by the storm and were instructed to carry the debris to the edge of the roadway and not to load it into a vehicle. The driver of the truck, Roger D. Smith, 22, of McKee, KY, admitted to Trooper Loudermilk that he was going to sell the metal for scrap. Trooper Loudermilk detected an odor of alcohol on the driver's person and placed him under arrest for DUI, criminal trespassing 3rd degree, theft by unlawful taking and possessing a prescription controlled substance not in proper container; he was lodged in the Laurel County Detention Center. Mr. Smith’s three (3) passengers were also arrested and lodged in the Laurel County Detention Center. The names of the accused and their respective charges are as follows: Roger Smith, 51, Big Creek, KY – charged with theft by unlawful taking, criminal trespassing 3rd degree, prescription controlled substance not in proper container, and possession of drug paraphernalia. Ricky Trenton, 20, Manchester, KY – charged with theft by unlawful taking, criminal trespassing 3rd degree, prescription controlled substance not in proper container and possession of marijuana. James Arnett, 42, Lexington, KY – charged with theft by unlawful taking, criminal trespassing 3rd degree, prescription controlled substance not in proper container, and possession of marijuana. Manchester woman charged with posting comment in reference to bombing schoolKentucky State Police Press Release
(London, KY.) –- On Wednesday, March 28, 2012 at approximately 5:05 PM, the Kentucky State Police, Post 11 London, received a report of a possible bomb threat against the Somerset Community College in Laurel County. Senior Trooper John Barnett began an investigation into the alleged threat and discovered that Taylora Smith, 22, of Manchester had posted a comment in reference to bombing the school. Trooper Jeff Senters located Smith at her place of employment in Manchester and transported to London for questioning. Trooper Barnett arrested Smith on the charge of Terroristic Threatening 1st Degree, which can carry a possible sentence of 5 to 10 years imprisonment, and lodged her in the Laurel County Detention Center. Trooper Barnett is in charge of the investigation and was assisted by KSP Trooper Jeff Senters and Laurel County Emergency Management Director Abby Hale. One Dead After Being Shot in Clay County Kentucky State Police Press Release
(Manchester, KY.) – At 1:51 pm today (04/01/2012), KSP Post 11 received reports of a shooting with one deceased person on Blackey Branch Road in Clay County. Upon arrival, KSP Units learned that Jimmy W. Hoskins, age 47, of Rockcastle County, was deceased from gunshot wounds. Subsequent investigation revealed that the deceased engaged in a verbal altercation with another man. Following the argument, that man returned to the small outbuilding that was his established residence. According to information determined through investigation, Mr. Hoskins entered the other man's dwelling in an attempt to unlawfully force him to leave that dwelling. The resident shot Mr. Hoskins, resulting in Mr. Hoskins' death. The Clay County Commonwealth Attorney's Office was consulted. No charges will be filed at this time. The investigation will be presented to The Clay County Commonwealth Attorney for consideration when complete. The investigation is being conducted by Tpr. Justin Oliver U/407, who was assisted by multiple units of the Kentucky State Police, The Clay County Sheriff's Office, The Clay County Coroner's Office, Clay County EMS, and KY Dept of Social Services. Clay County man dies in Lincoln County Auto Accident Kentucky State Police Press Release
(Crab Orchard, KY) On Friday April 13, 2012 at 10:00 am EST Kentucky State Police, Richmond Post, was contacted by the Bluegrass 911 Center, which provides emergency dispatch services for Lincoln County, to investigate an injury collision on US 150 in the Crab Orchard community. Trooper Eric Taylor responded to the scene and began his investigation. Preliminary investigation indicates a 2001 Ford F-150 pickup truck, operated by James Layton, was traveling west on US 150. The vehicle went onto the right shoulder of the road. The operator overcorrected, traveled across both lanes, onto the east bound shoulder and overturned. James Layton, 51 years old of Manchester, KY was pronounced deceased at the scene by the Lincoln County Deputy Coroner, Donnie Gilliam. Trooper Taylor is the investigating officer and was assisted at the scene by the Lincoln County Sheriffs Department, East End ambulance service and Lincoln County Fire Stations 1 and 6.

Clay County man charged with assault of police officer Kentucky State Police Press Release
(Booneville, KY) -- On Sunday, April 15, 2012 at 9:38 am EST the Kentucky State Police, Richmond Post was contacted about a domestic violence assault on Tommy Calahan Road in Owsley County. Trooper Jarrod Smith was dispatched to the scene and attempted to make contact with the suspect, Jessie Bowling. Prior to Trooper Smith's arrival the suspect allegedly used his vehicle to damage another vehicle parked at the residence. Trooper Smith found Mr. Bowling in the woods near the area of the initial complaint. Mr. Bowling refused to comply with the officers directions and fled on foot into the victim's residence. Mr Bowling was apprehended after a physical altercation with Trooper Smith. Trooper Smith was assisted at the scene by Trooper Josh Wilson, Kentucky State Police, London Post. Jessie C. Bowling, 20 years old, of Manchester, KY was charged with Assault 3rd Degree (Police Officer), Fleeing or Evading 1st Degree, Criminal Mischief 1st Degree, Operating Motor Vehicle Under the Influence of Drugs/Alcohol 4th Offense, Resisting Arrest, Menacing, No Operators License, Failure to Register Motor Vehicle, Giving False Name or Address to Police Officer and lodged in the Three Forks Regional Jail. Trooper Smith received minor injuries from the altercation and was treated and released from the Manchester Memorial Hospital.

Manchester doctor charged with Production of Child Pornography Kentucky State Police Press Release
(LONDON, KY.) –– On Thursday March 29, 2012, the Kentucky State Police Post 11 London and the Federal Bureau of Investigation began an investigation into an alleged Sexual Abuse by a local physician. On Friday, April 20, 2012 during a follow-up to the investigation the Federal Bureau of Investigation and the Kentucky State Police determined that Dr. Kishore Jadhav produced pornography involving a minor. Dr. Jadhav was arrested and charged by the Federal Bureau of Investigation with one (1) count of Production of Child Pornography. Dr. Jadhav was lodged in the Laurel County Detention Center. The investigation is continuing, by the Kentucky State Police and the Federal Bureau of Investigation, to determine if there are additional victims. Death Investigation in Clay County Kentucky State Police Press Release
(LONDON, KY.) –– On Friday April 27, 2012, at 10:20 PM the Kentucky State Police, Post 11 London, received a request from the Clay County 911 Center for assistance in an investigation into the injury of a Manchester City worker. Trooper Jack Riley responded and determined that the Manchester Public Water Works was attempting to repair a water main leak when the earth embankment around the hole collapsed trapping a worker. The worker, Victor Gilbert, 51, of Manchester, was freed by the use of a backhoe and transported to the Manchester Memorial Hospital where he was later pronounced dead. The Occupational Safety and Health Administration (OSHA) have been notified in reference to the incident. The investigation is continuing by Trooper Riley and he was assisted by officers from the Kentucky State Police, the Manchester City Police Department, the Manchester Fire Department and the Clay County EMS. Oran Brumley indicted for 1969 murder of Matt Sizemore Kentucky State Police Press Release
The Kentucky State Police, Post 11, London has been following up on leads into the Murder of Clay County Sheriff James M. "Matt" Sizemore on Sunday, June 01, 1969. Sheriff Sizemore was found shot to death on Ephram Creek Road, off of KY 687, southwest of Manchester, KY. On Thursday, May 03, 2012 the Kentucky State Police, Post 11 London received, from the Clay County Grand Jury, a indictment for Murder against Oran Brumley, 61, formerly of Clay County. KSP Post 11 Honors Fallen Trooper Elmer Mobley, Jr. Kentucky State Police Press Release
(London, KY.) –- May 13-19, 2012 has been designated National Peace Officer's Memorial Week. As a part of the Kentucky State Police's annual observance of this somber time, wreaths will be placed on the graves of the two Troopers, in the Post 11, London area, who died in the line of duty serving the Commonwealth of Kentucky. On Wednesday, May 16, 2012, KSP Post 11 personnel placed a wreath at the grave of Trooper Elmer Mobley, Jr., at the Oneida Settlement School Cemetery, on Potter Branch Road off KY Highway 11 north of Oneida in Clay County. Trooper Elmer Mobley Jr Trooper Elmer Mobley Jr., age 33, was fatally injured in a vehicle accident May 28, 1964, while responding to a call for assistance in Pike County. Trooper Cecil W. Uzzle, who was accompanying Trooper Mobley, was also killed in the accident when their vehicle struck large rocks that had fallen in the roadway and were hidden by heavy rain and dense fog. Trooper Mobley was assigned to Post 9 Pikeville and had served with the Kentucky State Police for four and a half years. He was survived by his wife and his nine-year-old son. Trooper Mobley is buried at Oneida Settlement School in Clay County, Ky. Clay County Residential Fire Claims the Life of a 26 Year Old Kentucky State Police Press Release
(MANCHESTER, KY.) – On Saturday, May 19, 2012, Kentucky State Police Post 11 responded to investigate a residential fire, located on KY1350 in northern Clay County. Upon Investigation of the incident, it was determined that the victim Amanda Bishop, age 26, of Manchester had been asleep alone at the residence when the fire started. No other persons were injured in the incident and no foul play is suspected. KSP Arson Investigator Brian Lewis is continuing his investigation. One Killed in a Two Vehicle Collision on US 421 Kentucky State Police Press Release
(London, KY.) –- On Sunday, June 03, 2012 at approximately 10:30 AM, the Kentucky State Police, Post 11 London, received a report of a two vehicle traffic crash on US 421 in Clay County. Upon arrival Trooper Michelle Lunsford determined that a 2001, Chevrolet, Tracker, operated by George W. Gibson, 44, of Manchester, was traveling southbound on US 421 when it went out of control on a wet roadway and slid into the path of a northbound, 2004, Chevrolet, Pickup, operated by Joshua Gray, 20, of Manchester. Injury Collision on Highway 149 in Clay County Kentucky State Police Press Release
On Tuesday, July 3, 2012 at approximately 1709 hours, Post 11 London was contacted by Clay County E-911 Dispatch Center, in reference to requesting assistance with a two vehicle collision with a possible fatality. Trooper Justin Oliver U/407 was dispatched to this scene, located at approximately the 200 block of Highway 149 in Manchester, KY. Through investigation it was determined Unit 1, a 1998 Pontiac Grand Am passenger car, operated by Albert Henson age 47 of Manchester, was traveling South on Hwy 149. Unit 2 a 1993 Chevrolet C/1500 pickup, operated by Bobby J. Estep age 45 of Manchester, was traveling North on Hwy 149. Unit 1 approached a sharp right curve and due to the wet pavement and this operator driving too fast for these conditions, Unit 1 began to skid across the center line. Unit 1 exited the Southbound lane and veered into the Northbound lane, directly into the path of Unit 2. The front of Unit 2 collided with the front passenger side of Unit 1 causing severe damage to both Units. The operator of Unit 2, Bobby Estep, was not injured and did not request medical treatment. The operator of Unit 1, Albert Henson, suffered life threatening injuries and was air lifted off the scene to the University of Kentucky Hospital. This collision will be investigated by Trooper Justin Oliver U/407 and was assisted on scene by Clay Sheriff's Department, Clay County EMS, and Lockard's Creek Fire Department. Clay County Receives New Trooper Kentucky State Police Press Release
The Kentucky State Police Academy in Frankfort graduated 40 new troopers at ceremonies held there on Friday, July 6, 2012. Their addition to the force brings the agency's strength to a total of 948 troopers serving the citizens of the Commonwealth. Three (3) of the new Troopers have been assigned to the Kentucky State Police Post in London. They are: William Cowan, Somerset, Ky. Adam Childress, Somerset, Ky. Eric Moore, Somerset, Ky.
Trooper Cowan will be assigned to Clay County and Troopers Childress and Moore will be assigned to Rockcastle. Assignments are made base on manpower and calls for assistance needs. The assignment of these three new troopers increases KSP Post 11's strength to 52 Troopers serving the seven (7) counties of Clay, Laurel, Rockcastle, Whitley, Pulaski, McCreary and Wayne. Criminal Abuse Arrest in Clay County Kentucky State Police Press Release
On Sunday, August 5, 2012, Kentucky State Police, Post 11, London, was notified that an 11 month-old male had been transported to the Manchester Memorial Hospital by his parents after he began choking at the family's home in the Big Creek Community of Clay County. After an examination of the child, the medical staff determined that the child had a chemical burn on his abdomen and chemical irritation inside his lungs. Trooper Justin Oliver intitated an investigation which led to the arrest of the victim's parents, Sonny Gray, 44, of Big Creek, KY and Christina Collett, 36, of Big Creek, KY on the charges of Criminal Abuse, 2nd Degree. Both parties were lodged in the Clay County Detention Center. The victim was subsequently transported to the University of Kentucky Medical Center in Lexington where he remains in stable condition. Drug Arrest and Investigation in Clay County Kentucky State Police Press Release
On Sunday, August 26, 2012, at approximately 9:33 PM troopers from the Kentucky State Police Post 11, London, were conducting a traffic safety check point on US 421 at the intersection with KY 1350, 10 miles north of Manchester in Clay County. During this traffic safety check point Trooper William Cowan stopped a 1998, Buick, passenger car and determined the operator, Johnny Davidson, 53, of Manchester was under the influence of drugs and placed him under arrest. Trooper Cowan then located forty-eight (48) Xanax and six (6) Oxycodone tablets in the car and $2,965.00 in cash on Davidson. Davidson was charged with Operating a Motor Vehicle under the Influence of Drugs, Trafficking in a Control Substance 1st Degree and Trafficking in a Control Substance 3rd Degree and lodged in the Clay County Detention Center. Trooper Cowan is in charge of the investigation assisted at the scene by Trooper Justin Oliver and Trooper Matt Ridener. On August 16, 2012 the Kentucky State Police Post 11, London received three new supervisors.
Lieutenant Bobby Day
Lieutenant Bobby Day, a 21-year veteran, began his career with the Kentucky State Police in 1991 as a member of cadet class 69. Upon graduation from the KSP Academy he was assigned to KSP Post 9, Pikeville and in 1995 he transferred to the Special Operations Branch where he was assigned to the Special Response Team. In 2003 he was promoted to the rank of Sergeant and remained assigned to the Special Operations Branch. In 2006 he was promoted to the rank of Lieutenant with assignments at the Commissioner's Office, KSP Post 14, Ashland, KSP Academy and KSP Post 13, Hazard. Lieutenant Day has received the following awards during his career: KSP Post 9, Pikeville Trooper of the Year in 1994, Special Operations Branch Trooper of the Year in 1997 and 2000, KSP Bravery Award, two (2) KSP Life Saving Awards and six (6) Commissioner's Commendations. Lieutenant Day, a native of Clay County, KY, resides in Laurel County with his wife and children.
Sergeant Joel Woods
Sergeant Joel Woods, a 17-year veteran, began his career with the Kentucky State Police in 1995 as a member of cadet class 73. Upon graduation from the KSP Academy he was assigned to KSP Post 11, London and in 2003 he transferred to KSP Post 15, Columbia. In 2004 he was promoted to the rank of Sergeant and was assigned to the KSP Academy. In 2005 he transferred to KSP Post 07, Richmond where he worked until returning to the Academy in 2006. In 2007 he transferred to KSP Post 10, Harlan. Sergeant Woods has received the following awards during his career: KSP Bravery Award and three (3) Commissioner's Commendations. Sergeant Woods, a native of Bell County, KY, resides in Laurel County with his wife and son.

Sergeant Starlin Hacker, a 12-year veteran, began his career with the Kentucky State Police in 2000 as a member of cadet class 77. Upon graduation from the KSP Academy he was assigned to KSP Post 11, London and in 2003 he transferred to KSP Post 07, Richmond. In 2008 he was promoted to the rank of Sergeant and was assigned to the KSP Drivers Testing Branch. In 2009 he transferred to KSP Post 07, Richmond. KSP Traffic Safety Check Points will enforce seatbelt, DUI and insurance regulations Kentucky State Police Press Release

Mt Vernon man killed at Clay County construction site Kentucky State Police Press Release
On Wednesday, October 10, 2012 at approximately 11:19 AM, the Kentucky State Police, Post 11 London, received a report of a job site accident at a construction site just off of the Hal Rogers Parkway in Clay County. Upon arrival Trooper Josh Wilson determined that the victim, Billy L. Phillips, 65, of Mount Vernon, was walking behind a dump truck when the truck began backing up. The truck driver, Rocky W. Shepherd, 48 of Manchester was unaware that Phillips had walked behind the truck and struck him causing injury. Phillips was transported to the Manchester Memorial Hospital where he was pronounced dead. No drugs or alcohol usage was suspected. Due to the incident occurring at a construction site not on a highway it is considered a death investigation and not a traffic crash fatality. Trooper Wilson has begun an investigation into the death and was assisted by officers from the Kentucky State Police Commercial Vehicle Enforcement, the Clay County Sheriff’s Department, the Clay County EMS and the Big Creek Fire Department. Fugitive Arrest in Clay County Kentucky State Police Press Release
On October 24, 2012 at 7:23 PM, the Kentucky State Police, Post 11 in London received information that an escapee from the Dismas Charities in Jefferson County, KY was at a residence on Thelma Lane in Clay County. Trooper Jeff Senters and Trooper William Cowan responded to the residence and located Edward Hicks, 38, who was entered into the National Crime Information Center (NCIC) Computer system as a wanted fugitive. Hicks was arrested without incident and lodged in the Clay County Detention Center. Murder Investigation in Clay County Kentucky State Police Press Release
On Thursday December 6, 2012 at approximately 7:03 PM the Kentucky State Police, Post 11, London, received a report, from the Clay County 911 Center, of a person found deceased at a residence on Belles Fork Road in Clay County. Upon arrival Detective Jeff Senters determined that a family member discovered the male victim, inside his residence deceased. Detective Senters has begun an investigation into the Murder. Details are limited at this time due to the ongoing investigation with updates coming as they are available. An autopsy has been scheduled to determine the exact cause of death. Morsch, Stewart charged with murder of Earl Woods Kentucky State Police Press Release
On Wednesday, December 12, 2012 two people, both from Manchester were arrested and charged in connection with the Murder of Earl Woods. On Wednesday, December 12, 2012 at approximately 7:30 PM KSP Detective Jeff Senters officially arrested and charged Joshua S. Morsch, 42, of Manchester and Kathy Stewart, 40, of Manchester, in connection with the Murder of Earl Woods. Morsch is charged with Murder and Robbery 1st degree. Stewart is charged with Complicity to Commit Murder, Receiving Stolen Property - Firearm and Possession of a Firearm by a Convicted Felon. Woods was found Murdered inside of his home, on Belles Fork Road in Clay County, KY, on Thursday night December 6, 2012. Additional arrests are expected. Murder Arrest in Clay County Kentucky State Police Press Release
On Monday, February 18, 2013 at 1:45 p.m. the Kentucky State Police, Post 11 London, was notified that the Clay County Sheriff's Office served two (2) warrants of arrest in reference to the Murder of Eli Marcum. Detective Jeff Senters secured warrants of arrest for Gerald Lee Sizemore, 52, of Manchester and Vernon R. Delph, 46, of Manchester on the charge of Murder in reference to the death of Eli Marcum. The investigation began on Saturday, December 08, 2012 when the Kentucky State Police, Post 11 London, received a report, from the Clay County 911 Center, of a person found deceased on Saw Mill Hollow Road in the Crawlfish community of Clay County. Detective Senters is continuing the investigation and he was assisted by the Clay County Sheriff's Department.
