Traffic Crash with Injury in Clay County Kentucky State Police Press Release
On Tuesday, February 26, 2013 at approximately 4:00 p.m., the Kentucky State Police, Post 11 London, received a report of a two vehicle traffic crash, with injury, on the Hal Rogers Parkway, three (3) miles west of Manchester in Clay County. Upon arrival Trooper Justin Oliver determined that a silver, 2007, Nissan, Murano operated by Linda L. Napier, 58, of Manchester, was traveling eastbound on the Hal Rogers Parkway when it began to hydroplane on the rain slick roadway, crossed the centerline and struck a silver, 2011, Honda, CR-V, operated by Margaret L. Cowles, 33, of Berea, head-on. Napier was transported to the Manchester Memorial Hospital, with non-life threatening injuries, where she was treated and released. Cowles was flown to the University of Kentucky Medical Center in Lexington for treatment of her injuries and her condition is unknown at this time. No drug or alcohol usage was suspected. Trooper Oliver is in charge of the investigation and was assisted at the scene by the Clay County Sheriffs Office, the Clay County EMS and a local fire department. Kentucky State Police will be conducting periodic traffic safety checkpoints Kentucky State Police Press Release
The Kentucky State Police, Post 11, London, which provides coverage for Clay, Laurel, McCreary, Pulaski, Rockcastle, Wayne and Whitley counties, will be conducting periodic traffic safety checkpoints at locations approved by the Kentucky State Police Policy and Procedures Manual. These checkpoints will be conducted in an effort to enforce the traffic laws of the Commonwealth of Kentucky. Special attention will be paid to occupant protection (seatbelt adherence), sobriety, insurance and registration violations. Third Arrest Made in the Clay County Murder Case Kentucky State Police Press Release
On Tuesday, March 19, 2013 at 4:50 p.m. the Kentucky State Police, Post 11 London, was notified that the Clay County Sheriff's Office served an indictment warrant of arrest in reference to the Murder of Eli Marcum. Detective Jeff Senters secured an indictment warrant of arrest for Reva S. Hicks, 46, of Manchester on the charge of Complicity to Commit Murder in reference to the death of Eli Marcum. The investigation began on Saturday, December 08, 2012 when the Kentucky State Police, Post 11 London, received a report, from the Clay County 911 Center, of a person found deceased on Saw Mill Hollow Road in the Crawlfish community of Clay County. Detective Senters is continuing the investigation and he was assisted by the Clay County Sheriff's Department. Murder Investigation and Arrests in Clay County Kentucky State Police Press Release
In May of 2012, the Kentucky State Police, Post 11 in London began an investigation into the death of a 16 year old female juvenile that was found deceased at a residence on Ham Hollow Road in Clay County. Her official cause of death was declared as an overdose. Further investigation led Detective Jeff Senters to secure indictment warrants of arrest for Brenda Bolton, 52, of Manchester, on the charges of Complicity to Commit Murder and Unlawful Transaction with a Minor (Illegal Controlled Substance) and Kenny Wayne Collins, 45, of Ham Hollow (Manchester) in Clay County on the charges of Murder and Unlawful Transaction with a Minor (Illegal Controlled Substance). Bolton was arrested on March 21, 2013 by Detective Jeff Senters and Collins was arrested on March 23, 2013 by the Clay County Sherriff's Office. Both were lodged in the Clay County Detention Center. Detective Senters is continuing the investigation and was assisted by officers from the Clay County Sheriff's Department. Manchester Woman Involved in Traffic Crash with Injury on US 25 in Laurel County Kentucky State Police Press Release
On Wednesday, April 10, 2013 at approximately 1:43 pm, the Kentucky State Police, Post 11 London, received a report of a multiple vehicle traffic crash, with injury, on US 25, 6 miles south of London in Laurel County. Upon arrival Trooper Lloyd Cochran determined that a gray, 1998, Jeep, Grand Cherokee, SUV operated by Robert B. Williams, 18, of London, was northbound on US 25 when it struck a white, 2000, Lincoln, Continental, passenger car, operated by Heather C. Hensley, 40, of Corbin, that was stopped in traffic, in the rear. That collision caused the Lincoln to strike a red, 2008 Chevrolet, Cobalt, passenger car, operated by Wanda S. Hubbard, 39, of Manchester, that was stopped in traffic, in the rear. The gray Jeep, after the intial collision with the Lincoln, crossed the centerline and struck a southbound vehicle, identified as a white, 2012, Toyota, Highlander, SUV, operated by Rodney V. Chrisman, 56, of McKee. A total of four (4) vehicles were involved in the collision. One person, Wanda S. Hubbard, 39, of Manchester, was transported by Ambulance Inc. of Laurel County to Saint Joseph of London for treatment of minor injuries. No other injuries were reported. No drug or alcohol usage was suspected. Trooper Cochran is in charge of the investigation and was assited at the scene by KSP Trooper Jack Riley, the Laurel County EMS and a local fire department. Hazard Man Killed in a Collision on the Hal Rogers Parkway Kentucky State Police Press Release
On Friday, May 03, 2013 at approximately 2:05 p.m., the Kentucky State Police, Post 11 London, received a report of a two vehicle traffic crash, with injury, on the Hal Rogers Parkway, 2 miles west of Manchester in Clay County, KY. Upon arrival Trooper Justin Oliver determined that a maroon, 2004, Chevrolet, Impala, passenger vehicle was traveling eastbound on the Hal Rogers Parkway when it crossed the centerline and struck the rear trailer wheels of a westbound, blue, 1979, Mack, tractor/trailer, coal truck. The driver of the Impala, Ricky Sumner, 44, of Hazard, was seat belted at the time of the crash and was airlifted from the scene to the Saint Joseph of London Hospital where he was pronounced dead by the Laurel County Coroner Doug Bowling. The driver of the tractor/trailer, Jackie Bowling, 54, of Manchester, was seat belted at the time of the crash and was uninjured. No drug or alcohol usage was suspected by either driver. Trooper Oliver is in charge of the investigation and was assisted by officers from the Kentucky State Police, the KSP Commercial Vehicle Enforcement, the Clay County Sheriff's Office, the Clay County EMS, the Manchester Fire Department, the Kentucky Department of Transportation and the Laurel County Coroner's Office. Gooserock Woman Killed in a Collision on US 421 Kentucky State Police Press Release
On Sunday, May 05, 2013 at approximately 4:41 p.m., the Kentucky State Police, Post 11 London, received a report of a two vehicle traffic crash, with injury, on US 421, 3 miles west of Manchester in Clay County, KY. Upon arrival Trooper Josh Wilson determined that a green, 1997, Ford, Mustang, passenger vehicle was traveling northbound on US 421 when it crossed the centerline and struck a southbound, blue, 2003, Dodge, Durango, SUV, head-on. The operator of the Mustang, Patricia Lou Hyde, 43 of Gooserock, KY, was not seat belted at the time of the crash and was transported from the scene to the Manchester Memorial Hospital where she was later pronounced dead. The operator of the Durango, Tommy Henson, 33, of Waynesburg, KY was not seat belted at the time of the crash and was transported from the scene to the Manchester Memorial Hospital. A passenger, name not known at the time of the press release, was seat belted and was transported from the scene to the Manchester Memorial Hospital. No drug or alcohol usage was suspected by either driver. Trooper Wilson is in charge of the investigation and was assisted by officers from the Clay County Sheriff's Office, the Clay County EMS and the Lockards Creek Fire Department. KSP Post 11 to Honor Fallen Troopers Kentucky State Police Press Release
Sunday, May 12th through Saturday May 18th has been designated as National Peace Officer's Memorial Week for 2013. As a part of the Kentucky State Police's annual observance of this somber time, wreaths will be placed on the graves of the two Troopers, in the Post 11, London area, who died in the line of duty serving the Commonwealth of Kentucky. On Monday, May 13, 2013, at 10:00 AM, KSP Post 11 personnel will place a wreath at the grave of Trooper John Wayne Hutchinson, at the Elk Springs Cemetery in Wayne County. Trooper John Wayne Hutchinson, age 29, was fatally shot June 4, 1975, while making an arrest of a drunk driver in McCreary County. Trooper Hutchinson was assigned to Post 11 London and had served with the Kentucky State Police for two years. He is buried at Elk Springs in Wayne County, Ky. In honor of his service and sacrifice, KY 90 in Wayne County has been designated the Trooper John W. Hutchinson Memorial Highway. On Tuesday, May 14, 2013, at 10:00 AM, KSP Post 11 personnel will place a wreath at the grave of Trooper Elmer Mobley, Jr., at the Oneida Settlement School Cemetery, on Potter Branch Road off KY Highway 11 north of Oneida in Clay County. Trooper Mobley is buried at Oneida Settlement School in Clay County, Ky. Designation of a memorial highway in honor of the service and sacrifice of Trooper Mobley is pending. Jeff Senters named 2012 Trooper of the Year
The Kentucky State Police recognized top officers at a ceremony in Frankfort on May 23. Manchester-resident Sr. Tpr. Charles J. Senters (center) was named 2012 Trooper of the Year. Senters is an eight-year veteran of the agency and is assigned to KSP Post 11 in London. Pikeville-resident Det. Jimmy D. Anderson (left) was named 2012 Detective of the Year. Anderson is an eight-year veteran of the agency and is assigned to KSP Post 9 in Pikeville. London-resident Officer Michael R. Hamblin (right), was named the 2012 Jason Cammack Officer of the Year for the KSP Commercial Vehicle Enforcement Division. Hamblin is a six year veteran of the division and is assigned to CVE Region 4 based in London.

Promoting Contraband Investigation and Arrests in Clay County Kentucky State Police Press Release
On Saturday, June 01, 2013 at 9:43 a.m. the Kentucky State Police, Post 11 London, was notified by personnel at the Federal Correctional Institution (FCI) in Manchester, KY of a vistor that had entered the complex with contraband. Upon arrival Trooper Justin Oliver learned that Kimberly Dawn Wolf, 37, of Henderson, KY had enter the FCI Facility with the intent to deliver suspected drugs to an imate. Wolf was detain by FCI Personnel and arrested by Trooper Oliver on the charges of Possession of Marijuana, Trafficking in a Controled Substance 1st Degree, 1st Offense (greater than 4 grams-cocaine) and Promoting Contraband 1st Degree. As Trooper Oliver was preparing to leave the complex with Wolf he was notified of another vistor being detained with suspected drugs. Trooper Oliver arrested Anessie G. Patterson, 44, of Charlotte, NC on the charges of Trafficking in Marijuana (less than 8 oz.) 1st Offense and Promoting Contraband 2nd Degree. A child that was with Patterson was taken into protective custody, turned over to the Clay County Social Services and later released to a relative. No relationship was found between Wolf and Patterson and the two incidents are not believed to be connected. Trooper Oliver is continuing the investigation and he was assisted by personnel at the FCI Manchester and the Clay County Social Services. Kentucky State Police Post 11, London is pleased to welcome 6 additional troopers to the area. The six, all agency veterans, have been reassigned to the London Post as of February 1st. They are: Adam Hensley, Mount Vernon Brian Maupin, Mount Vernon Christopher Saunders, Corbin Jarrod Smith, Manchester Joshua Brainard, Somerset Joshua Cox, Corbin Troopers Maupin and Hensley will be assigned to Rockcastle County. Troopers Saunders and Brainard will be assigned to Laurel County. Troopers Smith and Cox will be assigned to Clay County. Assignments are made based on manpower and calls for assistance needs. The assignment of these additional troopers increases KSP Post 11’s strength to 48 serving the (7) counties of Clay, Laurel, Rockcastle, Whitley, Pulaski, McCreary, and Wayne. Kentucky State Police investigate Shooting on Horse Creek Kentucky State Police Press Release
On Saturday, March 22, 2014, at approximately 2:25 AM the Kentucky State Police, Post 11, in London was notified of a shooting that had taken place in the Paw-Paw Trailer Park in the Horse Creek Community of Clay County. Upon arrival Troopers learned through an investigation that Terry D. Sandlin, 27, of Manchester had been shot in the back by Gary Rowland, 61, of Manchester after Rowland allegedly discovered Sandlin walking on the roadway in front of his residence and fired several shots at him. Further investigation revealed that a nearby residence had been struck by one of the bullets from Rowland’s firearm, however no one inside was injuried. Terry Sandlin was flown from the scene to the University of Kentucky Medical Center where he is being treated for his injuries. Gary Rowland was arrested at the scene and charged with Assault 1st degree and two (2) counts of Wanton Endangerment. KSP Detective Jeff Senters is continuing the investigation and was assisted at the scene by KSP SGT Steve Walker, Trooper Josh Cox, Trooper Ben Graves, Clay County Sheriff’s Office, Manchester Police Department and the Clay County EMS. John Routh, 35, of Oneida killed in motorcycle accident on Highway 66 Kentucky State Police Press Release
On Tuesday, May 20, 2014 at approximately 5:52 PM, the Kentucky State Police Post 11, London received a report of a motorcycle traffic crash involving a fatality on north highway 66 in Clay County. Upon arrival Trooper Jarrod Smith determined that a 1987, Suzuki Motorcycle operated by John Routh, 35, of Oneida, was traveling on north highway 66 when he lost control of his motorcycle, left the roadway and struck an embankment. Routh, who was not wearing a helmet, was ejected and was pronounced dead at the scene by the Clay County Coroners Office. No drug or alcohol usage was suspected. Trooper Jarrod Smith is in charge of the investigation and was assisted at the scene by the Clay County EMS. Cowan (LONDON, KY.) - On Wednesday, May 14, 2014 four (4) Troopers from the Kentucky State Police Post 11, London were honored at a state wide awards ceremony held at the Frankfort Convention Center. The Citation for Meritorious Service with "V" Device for Valor, bestowed on officers of the agency who distinguish themselves by an act of courage performed under more than ordinary circumstances, was presented to KSP SGT Steve Smallwood. The Life Saving Medal, awarded to officers who perform life-saving acts under extraordinary circumstances, was presented to KSP SGT Steve Smallwood. The KSP Citation for Bravery, an honor bestowed on officers of the agency who perform acts of bravery, without regard for personal risk, of clear and obvious peril and clearly above and beyond the call or risk of ordinary duty, was presented to Trooper William Cowan. Kentucky State Police Post 11 Detective of the Year was awarded to Detective Charles Senters. Kentucky State Police Post 11 Trooper of the Year was awarded to Trooper First Class David Reed.
